As WOTB lasts for 20 seconds, this means you can maintain 100% up-time on it with zero CDR on your gear. This means with zero CDR affixes on your gear, you’re looking at no more than 10-15 seconds between casts of WOTB. Now add in 1 second reduction for each time Rend hits an enemy (due to ORotZ) and you’re most likely looking at 10 Rends at most to reset WOTB. So, Rending 15 times resets the cooldown on WOTB.

Rend costs 20 Fury which means for every Rend attack (regardless of whether it hits an enemy or not, you could just be spinning down a corridor towards the mobs) the cooldown of WOTB is reduced by 6 seconds due to the IK set bonus. Obsidian Ring of the Zodiac reduces the remaining cooldown of one of your skills by 1 second when you hit with a resource-spending attack.
